2019
Master's thesis Innovative governance and public management ME523 - University of Agder 2019 A break first from Traditional Public Administration (TPA) and later New Public Management (NPM) has gradually offered new angles to the governance. For instance, Moorecreated an analogue to the private value creation, and as a result, the ideology of public value creation has emerged worldwide.Since then, scholars have developed a conceptual understanding of public value. Compared to the NPM public value management embraces post-competitive achievements and broader governmental goals. Yet, the empirical research on public value management, especially in the Finnish context, is rather unknown. This st…
From Cash to Accrual Accounting: The seminal case of the Sicilian Regional Public Bodies
2019
The Italian public sector has been traditionally characterised by a cash-based and compliance-oriented governmental accounting, principally aimed at supporting the budgetary control by the legislative body. Over the last few decades, however, a new movement has been spreading around the world, casting doubt on the potentialities and advantages of the traditional accounting system in favour of an accrual basis one. This paper traces the progressive introduction of a complete accrual accounting by the Sicilian Regional public bodies – within the context of international and national public management changes – pursuing the ultimate goal to improve efficiency, accountability and transparency. …
Open government data portal usability: A user-centred usability analysis of 41 open government data portals
2021
Abstract Open government data, as a phenomena, may be considered an important and influential innovation that has the potential to drive the creation of public value via enabling the prevention of corruption, increase in accountability and transparency, and driving the co-creation of new and innovative services. However, in order for open government data to be fully taken advantage of, it must be found, understood, and used. Though many countries maintain open government data portals, the usability of said portals can vary greatly; this is important to understand as the usability of a portal likely impacts the eventual reuse of the data made available there. Acknowledging the importance of …

The public sector's roles in the sharing economy and the implications for public values
2019
Abstract Motivated by the growing significance of the sharing economy, we discuss the roles the public sector may play within the sharing economy and the corresponding implications for public values. The sharing economy represents a transformative agent for the public sector within the current landscape of digital transformation. While the public sector has so far acted mainly as a regulatory body in the sharing economy, we here discuss implications for other roles the public sector may take on, including the roles of customer, service provider, and platform provider. Framed within the context of the public value ideals (professional, efficiency, service, and engagement), we examine the opp…
No public value without a valued public
2017
This study aims to enlighten the controversial discussion about the term public value in an innovative way. Instead of normative pronouncements and paternalistic posits, this study combines a theoretical, literature-based conception with an empirical quantitative approach. For this, the key term, public value, is split into its constituent parts of customer value and citizen value and is transformed into measurable attributes. By means of a choice-based conjoint analysis on panel data for Germany and the United Kingdom, we explore which performance attributes of public service broadcasters are the most important. Based on the results, we create a conception of public value from the perspect…
Government Architecture: Concepts, Use and Impact
2013
Part 3: Service Design and Improvement; International audience; Government architecture (GA) is a relatively young discipline in which concepts are slowly emerging. Often terms and concepts are used in various ways and there is no uniform agreement on these concepts. Further, the relationship between GA, benefits and public value creation is unclear. In this paper we unravel and define GA concepts that are often used by governments. Although GA is used in different ways there are common concepts. GA practice in two different countries, the Netherlands and Norway, indicates that although the Netherlands clearly has more experience with GA than Norway, both countries employ similar concepts. …
Stakeholder theory for the E -government context: Framing a value-oriented normative core
2018
Despite substantial investments in ICT in the public sector over the past decades, it has been hard to achieve consistent benefits. One reason for the difficulties is the gap between the expectations of key stakeholders (such as governments, businesses and citizens) and project outcomes. Though normative, descriptive and instrumental aspects of stakeholder theory have been influential in explaining stakeholder interests and relationships in the management field, e-Government researchers have rather neglected the normative core of the theory. We show how value theory can improve normative foundations in this area to provide a focused analysis of four e-Government projects. We use a multiple …
How do Members of Parliament View the Public Value of Public Service Media? The Case of Latvia
2013
Abstract The Development of public media in Latvia as a post-communist country has essentially been influenced by politicians. The political community has had consensus that certain reforms are necessary to ensure the development of public media given the changes in the communication space and its role in the facilitation of the strengthening of democracy, yet during the last fifteen years the political elite has not been able to come to a common agreement and to make decisions on systemic reforming and the development of public media. Since the communication environment has changed post digitalisation of television, the question about public media development and legitimisation has become …
